I need a webpage where I can put my mp3 file (so I can create a link) and then upload that file to the Internet to create a Ringtone or Realtone … do I make any sense?

but if you looking for your own home page then go to http://en.mcommunity.biz ,register your self for free and upload your files.mp3,wav,3gp,midi,.jar,sis etc
and if you want to make your own ringtones then just download some ring tone converter or mp3 cutter / converter you find many software.

and add detail in which format you need the ringtones.
