batch mp3 bitrate converter freeware

Is there an mp3 converter that will batch convert LOTS of mp3 albums and keep the folder structure?

I have many mp3 albums, I want to convert them all in one go into a lower bitrate but keep them as mp3′s to put them on my mp3 player, I have too many to do it album by album.

I prefer freeware apps but if there is no other way I’ll have to make do with shareware.
